The ruling cites a school policy that allows Agin to purchase advertising space for his portrait, and calls "illogical" the notion that a student could purchase an ad with a weapon but could not publish the same photo in the class directory.
The ruling was approved by Education Commissioner Peter McWalters and comes in response to Agin's complaint and a lawsuit from the American Civil Liberties Union.
