Duchess Katerina O'Callaghan, Atenveldt Kingdom Seneschal, has published a missive explaining why the kingdom's Royalty and Great Officers feel that the policy is needed. Her Grace has also released a second missive outlining a slightly tighter policy for the Estrella War, reflecting local rules. Greetings Parents of Atenveldt!
The Kingdom of Atenveldt is a land rich with tradition, diversity, and love of family. We have many among us who have played for more than 20 years, many who have just found the joys of the Current Middle Ages, and many who come out to events to share the fun with their young children and teenagers.
In this environment, the Kingdom feels parents and temporary guardians hold first responsibility for the care of minors who attend SCA events with them, and they hold primary responsibility for the behavior of those minor children at those events. The Kingdom also understands that when minors do not follow the site rules or the SCA rules at an event, Officers and autocrats may not be clear on the actions they should take, and the actions they can take.
In response to this, the Kingdom of Atenveldt is implementing a new policy explaining the responsibilities parents and temporary guardians are expected to bear when they bring minors to SCA events, and the actions officers and autocrats should take when faced with minors misbehaving at an event. This new "KINGDOM OF ATENVELDT POLICY FOR ADDRESSING TRANSGRESSIONS BY MINORS AT SCA EVENTS" can be found online as a PDF file at http://www.atenveldt.com/Portals/0/a_YouthTransgressionsAtEvents_100404.pdf. This new policy is in effect for all Atenveldt events as of today.
Please also note that the policy includes implementation of an "ATENVELDT KINGDOM CURFEW FOR MINORS" to be published and followed for all camping/evening events held by the SCA in Atenveldt. This curfew will either be the local curfew (one imposed by the local jurisdiction), or the Kingdom Curfew (whichever is most restrictive). Event articles published for camping/evening events will now be required to include the Minors Curfew in effect for the event.
The "ATENVELDT KINGDOM CURFEW FOR MINORS" published and followed when the local jurisdiction has no curfew will be:
- Minors 12 and under must be in their own camp or escorted by an adult after 10 PM.
- Minors 13 to 17 years old must be in their own camp or escorted by an adult after 1 AM.
We would ask that all parents (and the temporary guardians they appoint for their children) review the site rules and curfew for any event they attend, as well as the new youth policies referenced in the above link. We then ask that the parent/temporary guardian sit down with the minors in their care and make sure that everyone understands (1) the standards of behavior expected at an SCA event, and (2) the consequences that the SCA will impose on the parent/temporary guardian and the minor if the minors misbehave.
Last, I would like to thank the many people who took time to offer comment on the DRAFT of these policies I circulated for review. I received over 60 emails with commentary, and the new policy reflects many changes made in response to those emails.
I hope this new Policy continues to allow SCA families to participate safely in all events sponsored and hosted in Atenveldt.

As noted in the Kingdom policy, local jurisdictions are allowed to establish tighter curfews than the Kingdom policy, and Estrella War has such a rule. Duchess Katerina's second letter, explaining the slightly stricter Estrella policy, follows:

We wish you to know that you and your families are welcome to attend Estrella War XXI, and that the Kingdom of Atenveldt is doing everything we can to ensure a safe, family atmosphere for everyone who attends. Please come and enjoy the war, and bring your children!
As you make plans to attend, please understand that the Kingdom of Atenveldt feels parents and temporary guardians hold first responsibility for the care of minors who attend Estrella War XXI with them, and they hold primary responsibility for the behavior of those minor children at the event.
Before attending Estrella War XXI, we ask that you (and the temporary guardian you appoint for your children) review the site rules for the event (available on www.estrellawar.org ), and the youth policies explained in the below links. Also, please be aware that Estrella Mountain Park is located within the city limits of Goodyear, and the city has Curfew Hours for Minors that the SCA will follow at Estrella War XXI. This means:
The Kingdom of Atenveldt is working hard to make Estrella War XXI a safe, recreational atmosphere for all members of the SCA family. We hope parents and their children continue to participate in SCA activities for many years to come.
- Minors 16 and under must be in their own camp or escorted by an adult after 10 PM.
- Teens 16 and 17 years old must be in their own camp or escorted by an adult after 12 midnight.
